Promoting innovation and technology in ASEAN countries

In the current context of uncertainty in the global economic environment and slow global growth, the ASEAN region, along with the rest of Asia, is a bright spot for economic growth and dynamism. The region also has the potential—and the opportunity—to leap-frog its advanced counterparts in its urbanisation strategy, particularly with the adoption of smart technology.

Leading ASEAN growth with technology

ASEAN has been urbanizing at a rapid pace, and over the next few years, will be home to some of the world’s largest metropolises. Already, 22% of the ASEAN’s population lives in cities with more than 200,000 inhabitants, and these cities contribute more than half (54 percent) of regional GDP. Moreover, ASEAN’s reliance on cities as a source of economic growth is expected to increase significantly over the next decade.

ASEAN’s urbanization experience thus far has been patchy—while its cities have grown in size and as centres of industry and commerce, they are often beset with problems such as unplanned construction, traffic congestion, excessive pollution, energy inefficiency and inadequacy, and inefficient water and waste management systems, among others. Now is the time for the region’s governments to focus on these aspects of cities, so that both, the quality of life of its inhabitants is enhanced, and the cities continue to support regional economic growth.


ASEAN Digital Transformation

ASEAN is the key focus region for Koudai and Indonesia is set to become Southeast Asia’s largest digital economy over the next few years while Vietnam is also working on a project of national digital transformation which will position itself as a leading digital economy of ASEAN by 2030. The project is scheduled to be submitted to the Government for approval in November this year.

The signs of digital transformation are not only evident in Indonesia. Other countries in the ASEAN region have already embraced this digital revolution.

On a national scale, Malaysia established the world’s first Digital Free Trade Zone in 2017; Singapore has implemented its own Smart City initiative; while Thailand also has plans to develop digital capacities in all economic sectors.

The ongoing tug-of-war between CIOs and CMOs over digital transformation has ended and it is customers who ultimately WIN

The Battle Between CIOs and CMOs Course-Corrected Digital Transformation

For the better part of 10 years, digital transformation was, unsurprisingly, about “digital” and how and where CIOs and IT leaders were investing in next-generation technologies. Cloud, mobile, social, apps, IoT, et al., represented significant updates and upgrades to technological infrastructures aimed at scaling and improving operations and performance. But CIOs weren’t the only drivers. CMOs recognized the rapid adoption of the same technologies among customers and how they were dramatically reshaping behaviors, preferences and outcomes. 

This led to a historical tug-of-war between CIOs and CMOs, the two early adopters and leaders of digital transformation, as to who “owned” digital transformation. While CIOs focused on infrastructure, CMOs set their sights on renovating customer touchpoints and supporting back-end systems. According to our research, that purported war seems to finally be over.

What is happening?

ASEAN Smart Cities implementation

One of the most important aspects involved in the implementation of initiatives geared towards making the region’s cities smart and sustainable is providing residents with adequate information and opening channels for feedback. According to the EIU survey, for example, 71% and 70% of respondents in Ho Chi Minh City, Bangkok and Jakarta respectively, said that there was a lack of information regarding new smart city initiatives. Similar numbers came through for other cities – 68% for Manila, 67% for Kuala Lumpur and 66% for Singapore.

However, overall ASEAN region (Key Cities) is making great effort to communicate transparently with residents. One notable example is the Urban Railway Line No.1 line rolling stock design. Koudai designed the carriage based on best practices and required functionality, in collaboration For example with the HCM Management Authority for Urban Railways (MAUR). After developing the mock-up, MAUR conducted exhibits that were open to the public for feedback.

The acceptance of feedback can lead to a greater acceptance of initiatives and that ultimately helps make expensive projects commercially viable. Communicating the benefits of projects effectively to residents is hence particularly important to increase adoption rates.

Governments ought to first focus on a few initiatives that are well-designed and implemented and that can provide clear benefits to residents. On the one hand, this will help increase the adoption of the existing initiatives; and on the other, it will lead to greater awareness of smart city efforts and likely open the doors for other initiatives.

Our Projects in ASEAN Digital Economy

The Digital Economy in Southeast Asia: Strengthening the Foundations for Future Growth’, the number of internet users in ASEAN countries tripled, from 127 million in 2011 to 390 million in 2017, but 90 per cent of ASEAN’s internet users are from five countries including Indonesia, Malaysia, the Philippines, Thailand and Vietnam.

The region is also experiencing a significant broadband divide. The 4G mobile broadband penetration is highest in Singapore and Malaysia, but lowest in Laos, Myanmar and the Philippines. 

Adoption of Digital Technology 

On the adoption of digital technology, there is also a difference. For example, not all 10 ASEAN member countries are applying the National Single Window (NSW) – an e-customs mechanism that helps shorten customs clearance time and reduce costs of shipment. Therefore, so far eight of ten ASEAN member countries have officially connected to the ASEAN Single Window – a regional initiative that connects and integrates the NSW of all ASEAN members.

What’s the benefit for businesses

5G is the 5th generation mobile network. It will take a much larger role than previous generations.

5G will elevate the mobile network to not only interconnect people, but also interconnect and control machines, objects, and devices. It will deliver new levels of performance and efficiency that will empower new user experiences and connect new industries. 5G will deliver multi-Gbps peak rates, ultra-low latency, massive capacity, and more uniform user experience.

Our Plans on 5G 

We are currently working with major telcos in the following projects & initatives:

1- Enhanced Mobile Broadband

5G will not only make our smartphones better, but it will also usher in new immersive experiences, such as VR and AR, with faster, more uniform data rates, lower latency, and cost-per-bit.

2- Mission-Critical communications: 5G will enable new services that can transform industries with ultra-reliable/available, low latency links—such as remote control of critical infrastructure, vehicles, and medical procedures.

3- Massive Internet of Things: 5G will seamlessly connect a massive number of embedded sensors in virtually everything through the ability to scale down in data rates, power and mobility to provide extremely lean/low-cost solutions.

4- A defining capability of 5G is also the design for forward compatibility—the ability to flexibly support future services that are unknown today

POLICY perspective  

The ASEAN countries are cooperating in the area of science, technology and innovation with a view to making the ASEAN Community more competitive in technological terms. To this end, the workforce is to acquire better technological skills and networking among scientific and technological institutions is to be intensified.

At present, the share of corporate spending on research and development among the ASEAN countries varies greatly and is significantly less than in other economies. This can be attributed to the fact that the institutional framework supporting private sector involvement in the promotion of innovation and technology development is generally inadequate.

KOUDAI HQ is currently working with the respective government and private sectors in revising the policy perspectives and technology upgrading initiative . Objective is to better general conditions and a more enabling institutional environment are in place for private sector involvement in promoting innovation and technology development in the ASEAN region.
